How to start an HVAC business in Nebraska
Nebraska has no state HVAC licence, for technicians or contractors. Omaha and Lincoln license it themselves on different terms. The rule that quietly costs money here is the tune-up: inspect and clean billed as one number is fully taxable, and the same work itemized is taxable only on the cleaning line. EPA 608 is federal, and it never expires. The rest, in order, is below.

Register the entity with the Secretary of State
A Certificate of Organization for an LLC is $100 filed online, $110 in office, and the filing office acts on electronic submissions within one to two business days. Nebraska identifies the form by name, not by a form number. A sole proprietor trading under anything other than their own name registers a trade name instead, at the same $100 and $110.

Publish the notice, which Nebraska still requires
Nebraska is one of the few states that still makes new LLCs publish. The notice runs three successive weeks in a legal newspaper of general circulation near the designated office, and the proof of publication is then filed with the Secretary of State for $25 online or $30 in office. The newspaper sets its own rate for the notice itself. A trade name follows a different rule: published once, in the city or village where the business sits, with the proof filed free within forty-five days or the registration is cancelled.

Pass EPA 608 before you touch refrigerant
Section 608 of the Clean Air Act is federal and Nebraska adds nothing on top. You pass a Core section first, then a type: Type I for small appliances, Type II for high pressure systems which covers most residential and light commercial work, Type III for low pressure, or Universal for all three. Seventy percent per section. The certification does not expire and there is no renewal, and EPA does not issue the cards itself.

Get licensed in the city you actually work in
Omaha licenses through an Air Conditioning and Air Distribution board with master, journeyman and apprentice tiers, plus separate licences for steamfitters, oil burner and oil tank installers, LPG tank installers and stationary engineers. Lincoln registers mechanical and refrigeration contractors under Chapter 25 with a different fee schedule and an October to December renewal window. Working both metros means holding both.

Register as a contractor and elect your option
Heating, cooling and mechanical are all named as construction services, so the Contractor Registration Act applies once you earn $5,000 a year or more. The fee rose to $40 on 1 August 2026 and LB847 waives it for a self employed operator paying under $3,000 a year in wages, stated under oath. You elect your sales tax contractor option on this same form, it applies to all contracts, it cannot be split, and electing nothing defaults you to Option 1.

Get the EIN, then register for tax
The EIN is free from the IRS and usually issued the same day online. Nebraska tax registration is the Nebraska Tax Application, Form 20, revised June 2026, and the form states no application fee. Register before the first taxable sale, and read the tax section below carefully first, because which of your services are taxable is the part of this trade people get wrong.

Sort workers' compensation from the first hire
The Workers' Compensation Act applies to every resident employer who employs one or more employees in the regular trade or business. That means the first hire, not the fifth. Owners are outside it unless they elect in, in writing, filed with the insurer. Willful failure is a Class I misdemeanour, carries civil penalties of up to $1,000 per violation with each day counted separately, and exposes members personally. Nebraska does not require general liability insurance by statute; commercial and municipal contracts are what require it in practice.

Check the truck and trailer against 10,000 lbs, not 26,000
Nebraska applies the federal motor carrier rules to intrastate carriers over 10,000 lbs gross combination weight, which a three-quarter ton truck and a loaded trailer will normally exceed. That means a USDOT number obtained before operations begin, the number displayed on both sides, driver qualification files, medical cards, Nebraska intrastate hours of service and annual inspections. It does not mean a CDL, which starts at 26,001 lbs, and it does not mean apportioned plates for a carrier working only in Nebraska.

Take a wage and add payroll tax, workers' compensation at the HVAC class code, insurance, the van and the hours nobody pays you for. What comes out is the number every service call, maintenance agreement and changeout has to beat.

HVAC work splits across Nebraska's service tax line in a way that shows up on almost every maintenance invoice. Inspection is not a taxable service. Cleaning a furnace, a coil or duct work is. How you write the invoice decides which rule applies to the whole amount.

The tune-up is the invoice that gets this wrong
Revenue's wording is specific: if the inspector both inspects and cleans the HVAC system and itemizes the different charges, only the charge to clean is taxable. If one amount is charged to both inspect and clean, the entire charge is taxable. A seasonal tune-up sold as a single flat price is therefore fully taxable, and the same work split into two lines is taxable on one of them. Across a few hundred maintenance agreements a year that is a real number.

These are the points where the widely repeated answer is out of date or borrowed from another state. Each one is checked against the primary source.
The $40 contractor registration fee is waived for most solo operators. LB847 took effect on 18 July 2026 and added a new subsection to the fee statute: a contractor pays no fee if they are self-employed and pay no more than three thousand dollars a year to employ other people, stated under oath on the application. Registration itself is still required. Almost nothing online mentions this, and plenty of pages still quote the old $25 fee, including one Department of Revenue FAQ page that contradicts the Department of Labor guidance document.
The Omaha HVAC fees quoted on most sites do not match the city's table. A widely syndicated set of figures gives a $64.80 journeyman exam application, a $37.80 initial licence, an $81 master exam, $40 annual renewal and a $50 ACAD master renewal with four continuing education hours. The City of Omaha's published table shows different amounts and eight continuing education hours. Do not repeat the syndicated numbers.
EPA 608 has no renewal, and Nebraska adds nothing to it. The certification does not expire. Sites that sell renewal courses or imply a state overlay are selling something that does not exist. EPA administers it directly and does not issue the physical cards.
Paying an unregistered subcontractor means withholding 5%. A contractor who pays a subcontractor that is not listed in the Contractor Registration Database must withhold five percent of every payment and remit it as income tax withholding, reported on Form 941N and Form W-3N. Project owners and homeowners are exempt from this. It catches people the first time they put a second crew on a job.

Do you need a licence to do HVAC in Nebraska?+
Not from the state. Nebraska does not license HVAC technicians or contractors at state level.
