How to start a plumbing business in Nebraska
Nebraska has no state plumbing licence. Licensing here is municipal, and Omaha and Lincoln run separate systems with different fees, different renewal windows and different continuing education. The rule that costs plumbers money is a tax one: drain cleaning is a taxable building cleaning service, it needs a sales tax permit, and the contractor option you elected does not apply to it. Register the entity with the Secretary of State
A Certificate of Organization for an LLC is $100 filed online, $110 in office, and the filing office acts on electronic submissions within one to two business days. Nebraska identifies the form by name, not by a form number. A sole proprietor trading under anything other than their own name registers a trade name instead, at the same $100 and $110.

Publish the notice, which Nebraska still requires
Nebraska is one of the few states that still makes new LLCs publish. The notice runs three successive weeks in a legal newspaper of general circulation near the designated office, and the proof of publication is then filed with the Secretary of State for $25 online or $30 in office. The newspaper sets its own rate for the notice itself. A trade name follows a different rule: published once, in the city or village where the business sits, with the proof filed free within forty-five days or the registration is cancelled.

Get licensed in the city you actually work in
Omaha runs a Plumbing Board with master, journeyman and apprentice ladders, and separately licenses lawn sprinkler contractors, water conditioning, sewer layers and sewer and drain cleaners. Lincoln runs its own system under Chapter 24 with a different fee schedule, a March to May renewal window, and a requirement that the master's name appears on the insurance certificate as an insured. Working across both metros means holding both.

Register as a contractor and elect your option
Plumbing is construction work, so the Contractor Registration Act applies once you earn $5,000 a year or more from it. The fee rose to $40 on 1 August 2026, and LB847 waives it for a self employed operator paying under $3,000 a year in wages, stated under oath. You elect your sales tax contractor option on this same application. If you elect nothing you default to Option 1, which is the option that requires a sales tax permit and makes a bundled invoice fully taxable.

Get a sales tax permit for the cleaning side
This is the step plumbers skip. Drain cleaning, sewer cleaning and any work to clean a fixture annexed to real estate are taxable building cleaning services, which makes you a retailer for that part of the business regardless of which contractor option you elected. Revenue says so directly. You need a sales tax permit and you collect tax on the total amount charged for those services.

Get the EIN, then register for tax
The EIN is free from the IRS and usually issued the same day online. Nebraska tax registration is the Nebraska Tax Application, Form 20, revised June 2026, and the form states no application fee. Register before the first taxable sale, and read the tax section below carefully first, because which of your services are taxable is the part of this trade people get wrong.

Sort workers' compensation from the first hire
The Workers' Compensation Act applies to every resident employer who employs one or more employees in the regular trade or business. That means the first hire, not the fifth. Owners are outside it unless they elect in, in writing, filed with the insurer. Willful failure is a Class I misdemeanour, carries civil penalties of up to $1,000 per violation with each day counted separately, and exposes members personally. Nebraska does not require general liability insurance by statute; commercial and municipal contracts are what require it in practice.

Check the truck and trailer against 10,000 lbs, not 26,000
Nebraska applies the federal motor carrier rules to intrastate carriers over 10,000 lbs gross combination weight, which a three-quarter ton truck and a loaded trailer will normally exceed. That means a USDOT number obtained before operations begin, the number displayed on both sides, driver qualification files, medical cards, Nebraska intrastate hours of service and annual inspections. It does not mean a CDL, which starts at 26,001 lbs, and it does not mean apportioned plates for a carrier working only in Nebraska.

Price off the burdened rate before quoting anything
Take a wage and add payroll tax, workers' compensation at the plumbing class code, insurance, the van and the hours nobody pays you for. What comes out is the number every service call and every bid has to beat.

Plumbing sits on both sides of Nebraska's service tax line, and the two halves are administered differently. Construction work runs through your contractor option. Cleaning work makes you a retailer, needs its own permit, and ignores the option entirely.

- Winterizing and blowing out underground sprinklers
- Septic tank cleaning, which is expressly not building cleaning

Your contractor option does not cover the cleaning half
Revenue's answer is worth reading twice: when performing building cleaning services such as drain cleaning you are a retailer and must collect sales tax on the total amount charged, you must hold a sales tax permit, and the contractor option you have elected is not applicable. So a plumber running Option 2, who correctly collects no tax on pipe work, still owes a permit and still collects tax on every drain job. Septic tank cleaning is the counterintuitive exception and is not taxable.

These are the points where the widely repeated answer is out of date or borrowed from another state. Each one is checked against the primary source.
The $40 contractor registration fee is waived for most solo operators. LB847 took effect on 18 July 2026 and added a new subsection to the fee statute: a contractor pays no fee if they are self-employed and pay no more than three thousand dollars a year to employ other people, stated under oath on the application. Registration itself is still required. Almost nothing online mentions this, and plenty of pages still quote the old $25 fee, including one Department of Revenue FAQ page that contradicts the Department of Labor guidance document.
There is no Nebraska state plumbing licence. Plenty of pages imply one exists. Licensing is municipal. What does exist at state level are three adjacent licences that catch plumbers doing particular work: water well contractor and pump installer, onsite wastewater certification, and the Grade VI water operator credential required to inspect, test and repair backflow preventers on a public water system.

Third party sites quote Lincoln's fees wrong. A widely repeated figure gives Lincoln master plumber as a $75 test fee plus a $108 licence fee. The city's own page shows $250 a year for a Master Contractor and $75 a year for a Master, with a 1 March to 31 May renewal window and ten continuing education hours for masters, six for journeymen. Use the city.
Paying an unregistered subcontractor means withholding 5%. A contractor who pays a subcontractor that is not listed in the Contractor Registration Database must withhold five percent of every payment and remit it as income tax withholding, reported on Form 941N and Form W-3N. Project owners and homeowners are exempt from this. It catches people the first time they put a second crew on a job.

What is the contractor option and which one should I pick?+
It is how Nebraska decides who pays tax on your materials, and you elect it on the Department of Labor registration form rather than with Revenue. Option 1 makes you a retailer who buys materials tax free and collects tax from the customer. Option 2 means you pay tax at the supplier and collect nothing. Option 3 means you buy tax free and self remit use tax when materials leave inventory. It applies to all your contracts and cannot be split. Electing nothing defaults you to Option 1.
Do I need a separate licence for water wells or septic work?+
Yes, both are state level and separate from any city plumbing licence. Water well contractor and pump installer licensing runs through the Department of Water, Energy and Environment with category exams at 70% to pass and twelve continuing education hours every two years. Onsite wastewater certification is mandatory for percolation testing, installation, repair, pumping or inspection, and a qualified professional must be on site whenever the work happens.
